「使い道のない土地」の代名詞だった鉄道高架下に、ピックルボールコートができる。台湾の上場企業TAROKOの日本法人が、JR総武線・下総中山駅から徒歩約3分の高架下(千葉県船橋市本中山2)に全天候型施設「TAROKO PICKLEBALL 下総中山」を2026年10月下旬に開業する予定である。オープン時は2面、2027年春には5面へ増設し、その先は「主要鉄道沿線を中心に多店舗展開を計画中」だという。土地の貸主はJR東日本グループのジェイアール東日本都市開発。都心の商業ビルでも郊外の体育館でもない「電車の下」という第三の立地は、日本のコート不足の解き方を一つ増やすかもしれない。

A Taiwanese listed company picked a Chiba viaduct for its first move into Japan

According to the release, the operator, TAROKO Co., Ltd., is a listed company headquartered in Taipei, Taiwan, running commercial facility and sports and leisure facility businesses in Taiwan and the United States. Its Japanese arm is young, established in January 2025 (Chofu, Tokyo; capital of 50.5 million yen; president Yasuyuki Ikebuchi), and it calls this facility "the first step in a full-scale entry into the rapidly growing pickleball market." Shimosa-Nakayama, in other words, is a foreign company's first store testing the Japanese pickleball market.

施設はコートに加えて、受付・更衣室・トイレ・ショップを備えたクラブハウスを併設する。サーフェスには住友ゴム製の「デコターフ」を採用し、リリースは「多層クッション構造により身体への負担を軽減する高性能スポーツサーフェス」と説明する。運営はスクールとレンタルコート利用が中心で、「ジュニア・女性・一般・シニアまで、手頃な価格で通いやすい地域密着型のスポーツコミュニティ形成を目指します」という方針である。初心者向け体験会や地域対抗大会、イベントの開催も計画に含まれ、一般財団法人ピックルボール日本連盟が「運営面から公認大会まで多岐にわたり」事業協力することも明記された。

Space under the tracks was supposed to be unsuited to sport

Commercial use of railway viaducts is nothing new in itself. Tokyu's Nakameguro Koukashita lined up 28 shops along roughly 700 meters from Nakameguro to Yutenji in November 2016. On the JR side, examples in food and retail have piled up around the capital, from 2k540, the craft complex between Akihabara and Okachimachi, to Hibiya OKUROJI between Yurakucho and Shimbashi. But viaduct space has long carried known weaknesses: narrow, elongated plots, dim light, and constant noise from trains running overhead.

この弱点をスポーツで逆手に取った先行例がある。東京メトロの高架下スケートボードパーク「RAMP ZERO」(東京・荒川区、南千住駅から徒歩約1分)は2024年4月に開業した。日本経済新聞の報道によれば、騒音問題につながりやすいスケートボードが「高架下にパークを設けたことで騒音が気になりにくい」とされた。京浜急行電鉄も2020年に、空港線糀谷駅付近の高架下でスケートボードパーク開業の計画を発表している。音が出る競技ほど、電車の走行音が定期的に響く場所では苦情の火種になりにくい、という逆転の発想だ。

Pickleball fits that context even better than skateboarding. First, the sound of the ball. The high-pitched crack of a rigid paddle meeting a plastic ball has fueled noise complaints in American residential areas, but under a viaduct it is unlikely to be the offender. Second, the roof. The viaduct itself serves as one, so a facility can call itself all-weather without building a roof. Third, the shape. A long, narrow site suits courts smaller than tennis courts arranged in a row. Two of the three curses of viaduct space flip into advantages for this sport.

The names in the release, and what each of them is counting on

The lineup of players appearing in this release carries information in itself.

First, the Pickleball Japan Federation went as far as pledging "support across everything from operations to sanctioned tournaments." That reads less like a nominal endorsement than groundwork for folding a new private facility into the venue network for sanctioned events. Next, JR East Urban Development, which is leasing the land, has been promoting TOKYO UNDERLINE VISION, a plan to build the future of the city from under the tracks, and already has reason to test sport as a third use after food and retail. Third, Sumitomo Rubber. The choice of DecoTurf means a domestic sports surface maker now has a new delivery category at home: the pickleball-only facility. And the fact that RAMP ZERO, which came first, was reported as being "less likely to have its noise noticed" shows that the pairing of a noisy sport with viaduct space has already passed one market test. A competition body, a railway developer and a materials maker all line up in a single release, which does not look like a one-off property story.

Downtown premium or line-side local: Japan's court business splits in two

This is the crux. Two contrasting models for permanent courts in Japan have started running at the same time. The United States leads in converting idle real estate into courts, where,as with the eight courts built in a shuttered craft store, empty retail boxes are the main thing being converted. In Japanese cities, vacant units of several thousand square meters are rare, so the same move is hard to copy. What every Japanese city does have instead is viaduct space. It comes with a roof, it sits next to a station, and the railway companies are looking for tenants. With no building to put up from scratch, the barrier to entry is easier to lower as well. The reading that viaduct conversion is Japan's answer to America's empty-store conversion holds up well enough.

The line about "planning multiple locations, centered on major railway lines" should not be read lightly either. With several sites along one line, school members can use more than one within the daily flow of their commuter pass, and classes by level and tournament operations can be shared across sites. The railway operator has its own incentive to raise the value of living along the line and so increase residency and ridership, making the interests of landlord and tenant easy to align over the long run. That a listed Taiwanese company has put capital behind this model is itself evidence that Japan's pickleball market is starting to be recognized from outside as a growth market.

Ripple effects — there is space under the tracks on every line in the country

The arrangement here divides the work: a railway developer leases the land, an outside operator runs the business, and a competition body backs it with sanctioning. Because the model does not depend on this particular property, it can be copied as is under other railway companies' viaducts. Private railways around Tokyo and the rail operators in Kansai all have dedicated teams for viaduct use, and a proposal for a sports use that makes noise without drawing complaints and comes with a roof already attached should be easy for anyone holding empty space to consider.

The public sector is moving in the same direction.Chigasaki is building a pickleball plaza under the same framework it used for skateboardingのように、自治体の遊休スペースにも競技が入り始めた。民間の遊休不動産と公共空間の両輪でコート供給が進むなら、これまで「体育館の時間貸し待ち」だった日本の練習環境は数年で様変わりする可能性がある。一方で冷静に見るべき点もある。開業時の2面は事業としては小さく、増設も「予定」であって確定ではない。スクールの集客が想定を下回れば、5面への拡張も多店舗展開も進まない可能性がある。下総中山の2面は、このモデル全体の試金石だ。

And for anyone watching the market, there is one thing to follow: which line TAROKO's second site opens on, and when. That will be the next gauge of how serious this viaduct model is.
