Rule change 1: The volley serve "clearly" standard

The word "clearly" was added to all three requirements of the volley serve (underhand serve). This raises the likelihood that serves that were gray areas will be officially called faults. In particular, judgment becomes stricter for sidearm-ish serves, so it's important to reconfirm proper form.

Rule change 2: Clarification of the spin serve

The rules on the spin serve were clarified. Imparting spin through contact with the paddle is legal. However, "pre-spin," touching the ball with your hand to impart spin before the serve, is clearly banned. This means the distinctive serve technique that has stirred controversy will be completely eliminated.

Rule change 3: Expansion of multi-hits (triple hits and beyond now legal)

Until now, up to "double hits" were legal, but this revision makes "triple hits and beyond" legal too. The condition is that it be "a single continuous swing motion in one direction." Rule change 4: A fault if a ball is visible in a pocket

If a spare ball peeks out of a pocket mid-rally, it's an official fault. This was ambiguous before but is now clearly ruled. Before a match, always make sure that any ball in a pocket is not visible from the outside.

Rule change 5: Ban on consulting spectators (must not)

On out calls, consulting spectators was changed from "should not" to "must not." It's a change to raise competitiveness, strengthening the principle that on-court judgments are made by the players themselves.

Rule change 6: Clarification of net-post rebound handling

It was clarified that if a ball that landed in-bounds then hits a "permanent object" such as a net post or the ceiling and bounces, it's a point for the side that hit it. The previous ambiguity is resolved, simplifying in-match judgment.

Rule change 7: The immediacy rule for out calls

Out calls after a ball is dead must be made "promptly." Delayed out calls are not allowed. It's a change to prevent delayed calls aimed at nullifying a rally after it ends, requiring players to judge and call out quickly.

These changes could apply immediately at domestic events that adopt USAP rules too. Points that especially deserve attention are as follows.

  • Check your serve form on video to see whether it's "clearly" underhand
  • Get into the habit of keeping spare balls in a bag rather than a pocket
  • Right after a rally ends, call out and judge out/in immediately
