The day runs in two parts: session one, from 10:00 to noon, is for beginners only, elementary school age and up; session two, from 13:00 to 16:00, is a social tournament for experienced players. Both are free. Parents and children holding a paddle for the first time and people who can already play gather on the same day in separate slots.

This split of beginners in the morning and experienced players in the afternoon works well at local taster sessions. Put experienced players into a room full of first-timers and the beginners touch the ball less and pull back. Gather only experienced players and the base never widens. Kodaira's setup uses the same gymnasium for half a day each to get both. Compared with Misato in Saitama Prefecture, which ranits gymnasium beginner course as a four-part series, Kodaira has chosen speed, showing the entry point and the follow-on in a single day.

Courts slotted into a pool-site redevelopment: public courts not built with tax money

This session is not a one-off idea. Kodaira is running a public-private project covering the pool rebuild at Tobu Park and the use of the former pool site at Hagiyama Park, and a group led by Hoosiers Wellness & Sports has been selected as the preferred negotiating party. The framework has private companies building and operating an indoor pool and sports facilities on the land left after aging outdoor pools were closed: about 9,960 square meters on the Tobu Park side and about 3,586 square meters at Hagiyama Park. Pickleball courts are planned for both parks.

Operations are shared by Hoosiers Wellness & Sports and Ashitaba, with maintenance handled by Hoosiers Living Service and Aeon Delight. The city supplies the land and the framework; private firms handle construction, marketing and daily operations. Rather than paying the whole construction cost out of the city's general account, the design leans on private investment and operating know-how. The September session is there to make local demand visible before the facility is built and to create contact with residents first.

The money comes from somewhere different than in Chigasaki or Toronto, where the government builds and opens courts for free

There is more than one way for a local government to provide courts. Chigasaki in Kanagawa put infree courts that need no reservationon its own decision. Toronto in Canada built11 courts with about 120 million yen in public funds, adding to its stock of free public courts. In both cases the money is tax revenue, and the government builds and opens the courts.

In Kodaira, the use of the site and the running of the facility are left to a private operator that recovers its investment while operating. From a player's side, that difference goes straight to usability. Free courts run directly by a government cost nothing and stay open, but booking and management tend to be thin. Private operations tend to have court booking, lessons and gear rental in place, but free access is not guaranteed and fees or memberships can enter. Which side the two Kodaira parks lean toward will become clear when the pricing and booking systems are announced.

Why the operator holding the rights starts with a taster session

Hoosiers is a developer whose main business is condominiums and town development. It set up a sports operating company and, through a long public-private park redevelopment, now holds courts as well. Rather than selling apartments and walking away, it is extending into running the facilities residents use. Pickleball takes less space than tennis, and children and older players can stand on the same court. As a sport that draws a wide range of ages onto limited park land, it fits what the town-development side wants.

Holding the session before the facility is finished is part of the calculation too. Let residents play once while nothing is built yet and they come back at opening to a place they already know. Opening the doors for free and showing both the beginner entry point and experienced-player socializing on the same day lets the operator measure local demand with its own eyes. Companies taking ownership of courts is a spreading pattern, as with a major BPO firm becoming a facility owner, and Kodaira is a case of a developer using a park redevelopment as its foothold to take that position.

What players in Japan can check in their own towns

What Kodaira shows is that the courts being added from here will differ in character depending on whose money builds them and who runs them. When you hear a new court is coming nearby, the order of things to check is more or less fixed.

Is the builder a government body or a private developer? Is access free, or do fees or a membership apply?

Are the courts tied to a redevelopment of an existing site, such as a park or a former pool? Is there someone to run them long term?

Is there a taster session or a call for trial users before completion? If so, playing once before opening gives you an early read on booking and facilities.

Kodaira's September 12 session is free and easy for anyone to join. If you live nearby, even just feeling out a paddle in the beginner slot doubles as a preview of what the two parks will become. Public courts run by a government and courts run by a private operator differ in price, in booking and in the texture of their crowds. Which type do you actually use? Read local news with that question in mind and you will decide faster where to play next.

Sources

PR TIMES - Hoosiers Wellness & Sports / Kodaira pickleball taster session (September 12)

Kodaira - Selection of the preferred negotiating party for the public-private project on the Tobu Park pool rebuild and the use of the former pool site at Hagiyama Park

[34,93
2996,3267,3001,3268,3266

post-4641","news","type-news","status-publish","hentry","category-coart","category-news","tag-2996","tag-3267","tag-3001","tag-3268","tag-3266
["GET
