Aging, disused tennis courts were demolished, and in their place the city built<strong>25 fully covered courts<\/strong>(one of them a championship court built for spectators). City, county and tourism sector sharing a single sports facility makes sense because this is not straightforward recreation spending but is designed as<strong>a sports tourism investment<\/strong>. By the city's estimate, attracting two to four tournaments a year produces an economic impact of more than 2 million dollars (about 310 million yen) annually, a figure that factors in the spillover to hotels and restaurants.<\/p>\n<p>A rough calculation puts it at about 90 dollars per resident (about 14,000 yen) and about 260,000 dollars per court (about 40 million yen). Landing at that level with a roof over every court owes much to the choice of site. Billy Powell, director of Leisure Services, cited the poor condition of the existing tennis courts and the choice of a site where infrastructure such as parking was already in place. At the groundbreaking, Powell said the city was building \"a top-class facility not just for local players but for the thousands of enthusiasts from all over the region,\" and at the opening announcement he added that it would \"provide residents with first-rate recreation while positioning Dothan as a destination for tournaments and sporting events, bringing benefits to the local economy.\" Throughout, he frames it on two tracks: service to residents and money brought in from outside.<\/p>\n<p>Hannah Schiber, executive director of Visit Dothan, makes the tourism side's arithmetic plain: \"residents will have year-round access to a fast-growing sport, and at the same time we can offset the cost by attracting tournaments.\" Commissioners praised the project at the city commission as well, and from what has been reported, no notable opposition emerged. Above all, the fact that roughly 165 people had registered for the inaugural tournament before opening shows that demand in this city is not a figure on paper.<\/p>\n<h2>Lessons for Japanese municipalities and designated managers \u2014 conversion, roofs and city-wide accounting<\/h2>\n<p>Here is the heart of it. The decision by a regional city of 70,000 to spend close to a billion yen offers at least four points worth taking home.<\/p>\n<h3>1. Start with converting idle facilities, not building new<\/h3>\n<p>Dothan did not buy land. It simply re-laid a disused asset, its tennis courts, with a sport whose demand is growing. Idle public tennis courts and former outdoor pools are spreading across Japan as well, and the structure imports directly. At home there is now<a href=\"https:\/\/pickle-times.com\/en\/news\/chigasaki-flatpark-pickleball\/\">Chigasaki, which built a pickleball plaza under the same framework it used for skateboarding<\/a>, and in the United States it has reached the point where<a href=\"https:\/\/pickle-times.com\/en\/news\/joann-pickleball-kingdom\/\">a closed craft store is converted into eight courts<\/a>. The order of thinking starts from what is going spare, not from what to build new.<\/p>\n<h3>2. Covered outdoor courts, a middle form that suits Japan's climate<\/h3>\n<p>Between a fully air-conditioned indoor facility and a bare outdoor court sits a third form: covered outdoor. Dothan put a roof over all 25 courts to remove the risk of extreme heat and rain wrecking a tournament schedule. For a Japan that carries both a rainy season and severe summer heat, this form is a practical way to secure year-round use and reliable tournament staging at far lower cost than building a new gymnasium. About 40 million yen per court is well within the range a local government can seriously weigh as facility spending.<\/p>\n<h3>3. Build the numbers around the whole town, not the facility alone<\/h3>\n<p>Dothan's business plan is not built to recover 6.4 million dollars from court fees. It justifies the investment with 310 million yen a year in economic impact including lodging and dining, which is sports tourism accounting. Japan's designated manager system tends to be judged on the facility's own books, and that is where the institutional gap lies. Write tournament-attraction counts and lodging spillover into the specifications as KPIs, and the designated manager gains a motive to standardize court numbers and go after events. In the United States,<a href=\"https:\/\/pickle-times.com\/en\/news\/lifetime-chicago-courts\/\">private operator Life Time is investing in facilities on a 28-court scale<\/a>, with public and private running side by side to thicken the layers of infrastructure. Japan is at the stage where private facilities downtown have gone first; now it is the public sector's turn to answer in the regions.<\/p>\n<h3>4. Opening it as the government's own business<\/h3>\n<p>That the opening event's main act is a contest between city staff, firefighters and police works harder than it looks. It answers the residents' question of who a tax-funded facility is for by having public employees pick up a racket themselves. When Japanese municipalities open facilities, a participatory opening that pulls in staff, the volunteer fire corps and schools, rather than ending with the mayor cutting a ribbon, is cheap to imitate.<\/p>\n<h2>Ripple effects \u2014 court count becomes a weapon in competition between cities<\/h2>\n<p>Twenty-five courts is enough to host a regional tournament on its own. Now that Dothan has stated it will chase two to four events a year, neighboring cities are on the losing side of that travel demand. In the United States, competition in which court count translates directly into the power to attract tournaments has already begun, and facilities keep getting bigger. Japan too is at a point where domestic tours and international events are increasing and a tournament culture involving travel is taking root. The municipality that first holds enough courts to meet the standard takes the travel demand that comes with hotel stays. Dothan's calculation is the same question Japanese regional cities will face directly in a few years.<\/p>\n<h2>Practical
