The 71-page document covers everything from a soccer-style card system, the abolition of the drop serve, and paddle challenges to a \"ban on blowing on the ball.\" The new rules apply from the MLP 2026 season opener (May 22, Dallas), marking a historic turning point that operates both the PPA Tour and Major League Pickleball (MLP) under unified standards.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"index_1\"><strong>What is UPA-A \u2014 a governing body that obtained nonprofit certification from the IRS<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">UPA-A is an organization established to govern the PPA Tour and MLP, and prior to this rulebook release, it received Not-for-Profit certification from the IRS and formally launched as an independent organization. Its stated mission is threefold \u2014 \"Champion, Regulate, and Grow\" \u2014 with a view to spreading unified pro standards to domestic and international tournaments, money-ball events, and semi-pro leagues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Until now, the PPA Tour and MLP operated under separate rule systems, and players had also pointed out dissatisfaction with \"rules differing from event to event even when competing in the same week.\" This 71-page unified rulebook is positioned to systematically clear away that concern.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"index_2\"><strong>The six main changes explained all at once<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"index_2_1\"><strong>1. The drop serve is fully abolished<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">UPA-A explicitly states, \"In pro competition, the use of a volley serve is mandatory. The drop serve is not permitted.\" Furthermore, the judging of the volley serve itself is tightened. If any of the foot position, the height of the ball release, the arm swing, the contact point, or the paddle position \"cannot be visually confirmed as legal,\" it switches to a \"no gray zone\" operation treated as an immediate fault.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"index_2_2\"><strong>2. The paddle challenge is formally institutionalized<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Players can request a challenge of an opponent's paddle at any time during a match (including gold-medal matches). However, the match result doesn't change, and a fine is imposed after the ruling. If the paddle passes \u2192 the requester is fined; if it fails \u2192 the user is fined and subject to sanctions. It's designed to go all-in on long-term fraud deterrence over short-term wins and losses.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"index_2_3\"><strong>3. \"Penalty-attached\" operation for video challenges<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Each team can make one free video challenge per game. Beyond that,<strong>on a failure a \"Mark (blue card)\" is issued and the opponent gets 1 point<\/strong>. A clause is also introduced that \"if an out call is overturned, the side that made the wrong call is penalized,\" clarifying responsibility for line calls in writing. From the start of MLP 2026, automatic line-calling using PlayReplay and OWL AI is used alongside.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"index_2_4\"><strong>4. A soccer-style card system enforces the code of conduct<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The centerpiece of the new rulebook is a three-tier card system.<strong>Warning (a caution \/ no penalty) \u2192 Mark (blue card \/ an official warning subject to accumulation) \u2192 Foul (orange card \/ automatically awarding 1 point to the opponent)<\/strong>grows progressively heavier, and the moment 4 accumulated points have passed to the opponent,<strong>that match is automatically forfeited<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Acts subject to an orange card include verbal abuse and threatening behavior, kicking or throwing the ball out of play,<strong>throwing a paddle<\/strong>, repeated inappropriate line calls, and intentionally ignoring a referee's instructions. The text also explicitly states,<strong>\"You must not alter the ball's trajectory by any means other than a legal paddle stroke, such as blowing on the ball with your breath,\"<\/strong>making blowing on the ball a fault as well.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"index_2_5\"><strong>5. Clarifying authority during self-judging<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">On courts without a referee, players cannot forcibly enforce a fault on an opponent. The authority to judge whether a fault occurred is left to the side receiving the claim. For a post-rally claim after a rally ends, \"if the opponent doesn't acknowledge it, the rally stands\"; for a claim to stop during a rally in progress, \"if the opponent doesn't acknowledge it, the claiming side is charged a stop-of-play fault.\" Effective operational rules for deterring disputes have been defined.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"index_2_6\"><strong>6. A comprehensive governance document including a glossary<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The 71-page document comes with a glossary of over 70 terms, unifying the very language of pro pickleball. If you grasp the basic structure of \"once a blue card is issued, you lose 1 point next,\" the resolution of your stream-watching rises all at once.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"index_6\"><strong>Ripple effects on the industry: will rule unification become the world-standard benchmark?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">UPA-A's advocated \"unified operating standards for the PPA and MLP\" are expected to spread to the PPA Tour Asia, which is already advancing in Asia. In any of the international tournaments held in Da Nang or Hanoi, Vietnam, or Tokyo, Japan, tightened volley serves, a card system, and a ball-blowing ban become the common spec.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, the full commercialization of AI judging (OWL AI \/ PlayReplay) is on a trajectory to trickle down to regional tournaments and enthusiast events in sequence.
